City East Alliance is a partnership of government and industry that is jointly responsible for the design, development and delivery of the Great Eastern Highway upgrade, between Kooyong Road and Tonkin Highway.

Three industry leaders – Leighton Contractors, GHD and NRW – have come together to work alongside Main Roads Western Australia (Main Roads), the State’s road agency. Each brings select and substantive knowledge to the project as specialists within their field.

On a project with many challenges and complexities such as this, the Alliance structure enables Main Roads to effectively manage any risks throughout design and construction phases of the project. In this arrangement, additional scope can be also delivered in a cost effective manner.

Team members of City East Alliance have years of experience operating under this type of arrangement, with many having been part of Southern Gateway Alliance, which recently delivered the New Perth Bunbury Highway and Mandurah Entrance Road projects, under budget and ahead of schedule.
